然而，随着经济的发展，工业、农业用水急剧增加，水的处境陷入尴尬。我国有16个省(区、市)人均水资源拥有量低于联合国确定的1700立方米用水“紧张线”。就在去年，我国很多城市都出现缺水状况，即使是“江南水乡”也面临着水资源危机。
你们知道生活在黄土高原上的小伙伴用水是多么困难吗?在那里，一滴水值千金。他们平时的生活用水都是储存在井里的雨水。而饮用水，则要从很远的地方一桶桶挑来。即使只是一盆泥浆水，也要经历洗脸、洗衣服之后再喂牲畜的过程。
水哗哗地流，那是地球妈妈哭泣的声音，是我们心底流血的声音。节水应该成为我们的一门“必修课”：洗完手，拧紧水龙头;刷牙洗脸时随用随开水龙头，厕所水箱如果太大，可以在里面放一块砖头或是一个装满水的塑料瓶，以减少冲水量;洗澡时，使用感应水龙头;将洗脸水再用来洗脚，然后冲厕所;用淘米水来洗碗筷，这样既能去油，又循环使用了水资源。

今天我发言的题目是《应加大水资源的保护力度》。
众所周知，我国是一个干旱缺水严重的国家。我国的人均水资源只有2200立方米，仅为世界平均水平的1/4、美国的1/5，在世界上名列121位，是全球13个人均水资源最贫乏的国家之一。水资源的无序开采和严重污染，加剧了其供需矛盾，对正在实施的可持续发展战略带来了严重影响。
如今，地域辽阔、资源丰富的塞外赤峰也已成为缺水地区之一。赤峰市人均占有水资源量已不足900立方米，仅为全国人均水资源占有量的40%，是全自治区人均水资源占有量的41%，远远低于国际公认的人均1700立方米的用水安全线。而“十年九旱“已成为我地去的气候特点，旱魃为虐，随之而来的是赤峰大地河流中断、湖泊干枯，地下水位严重下降。使得我们不得不把水资源的保护与利用上升为战略性高度，作为民生问题对待。
严峻的现实使我们认识到“水“不再是“取之不尽、用之不竭“的资源，每个塞外赤峰人都陷入沉沉的思考：目前赤峰市水资源究竟危机到什么程度?地上和地下水资源缺乏给农牧业生产乃至人民生活造成多大影响?政府乃至民众应采取哪些应对举措，才能扭转危机局面?
下面，我以阿旗为例分析水资源现状。
一、水量逐渐减少
客观原因是：丰枯悬殊，年际季节变化大，全旗年降水主要集中在6-8月份，约占年降水量的75%，多年平均降水量308.1mm，年际降水变率大，1998年降水562.4mm，20xx年仅为117.5mm;分布不均，导致水资源不丰富，并且地表水资源开发利用难度较大;植被覆盖率低，水土流失严重使得土地蓄水、保水性能极差;连年干旱致使四条主要河流已常年断流;基础设施薄弱，蓄水能力差，导致无法利用自然降水，只能依靠地下水来发展农牧业和工业。目前，我旗灌区灌溉水利用系数仅为0.5左右;水位逐年下降且不断加快，城镇地下水以每年2米的速度下降，从20xx年至20xx年为止，已下降10米。
主观原因是：人为因素已成为水量减少的重要原因。目前，我旗农牧业用水量占可开发利用水资源量的82%。
随着工业经济的发展，全旗涉水工矿企业已有55家，其中矿业开采类26家、渣石厂13家，砖场16家。用水量较大的就有9家，年累计用水量达393.69万立方米，且逐年递增。
随着人们生活水平的提高以及城镇化进程的加快，城市建设及居民生活用水逐年增加，由于节水观念淡薄，水资源浪费现象十分突出。
二、保护水资源的必要性
客观地讲，我旗在水资源保护管理上做了大量工作，取得了一些成绩，但综合起来看，我地去今后的发展依然面临着十分严峻的水资源危机，必须要加以保护。
首先，水是生命之源。是人类及一切生物赖以生存的必不可少的物质基础，也是农牧民生产生活的出路。水的问题已成为引起高度关注的民生问题。在阿旗人畜饮水正在显现危险信号，过去打井仅为二十几米深见水，如今普遍达到50至60米深，部分地区已达近百米甚至超百米深，如天山口镇水泉沟村饮水井深度达110米。可想而知，地下水资源已经承受不起巨大的“压力“，没有太多“潜力“可挖了。前年，仅一个苏木，饮水困难人口达3600人。使得人们不得不想起，云南、广西等地干旱缺水的现象。
其次，水是经济发展的命脉。阿旗作为农牧业旗县，粮食生产和畜牧业发展取得令人瞩目的成就，20xx年，全旗粮食总产达到6.75亿斤，牲畜存栏达到168.3万头只。进入““发展速度必然进一步加快，用水程度必将超过可开发利用水资源量的82%以上。然而，水资源急剧匮乏犹如釜底抽薪，严重影响农牧业生产的发展和农牧民致富奔小康步伐。20xx年，因干旱缺水，阿旗巴拉奇如德苏木，草牧场绝收面积80万亩，受灾牲畜151500头(只)，其中死亡牲畜4000多头只以上。
工业在阿旗的经济发展上发挥着举足轻重的作用，全旗三次产业比中工业占据着41%的分量，是阿旗的主导产业。目前，冶金、能源、建材、食品、机械制造五大产业格局基本形成，今后时期用水压力也急剧增加，能否实现工业用水循环利用，以此保障工业稳定发展成为重要课题。
再次，水是保持生态平衡的根本。连年的干旱，导致曾经碧波荡漾的河流、湖泊已干枯，成为地理名称，失去了为农牧业提供“服务“的功能，据此生态环境的持续恶化，地表水难以存留，许多野生动物因缺水而灭绝，森林、草原因缺水而枯萎死亡。

还记得中央二套《全民节约 共同行动》特别节目吗?那个小女孩李涛涛，生活在宁夏盐池农村。他们一年见不到一场像样的雨，吃的是浑浊的苦咸水，还要用毛驴车跑三个多小时去拉一趟。每天一家人只能用一小盆水洗脸。上学走十多里的沙漠路，她都舍不得喝一口水，因为学校也没有水!涛涛的名字里，蕴藏着祖祖辈辈对水的渴望!回想这个节目，我似乎又听到了涛涛的呐喊：
老天啊，你不要把惩罚降到我们的身上，让水给我聋哑的妈妈一丝慰藉，让水给我愁苦的爸爸带来明天的希望，让水给村里72岁的老爷爷这辈子洗一个澡吧，让水把我的脸儿洗得干净地到学校吧!我其实用不了多少水，我只要一瓢干净的水，哪怕路更远，哪怕不睡觉，我也会高兴地去拉回来。我一定会倍加珍爱您的赐予，我会让这瓢水在洗脸后让我家的小鸭、小狗也好好地喝上一口。给我，给我干净的水，好吗?!
看着大屏幕里小涛涛眼里的泪花，我的心久久不能平静。
我们知道水是生活之本、生命之源。如果没有水，人类将无法生存。也许有人说：“我们的地球是一个蓝色的水球，有那么多水，怕什么呀?”可那大部分是咸水，无法直接饮用。有人比喻说，在地球这个大水缸里，可以用的水只有一汤勺。由于缺水，我国农村粮食产量减少，西北沙漠化严重，沙尘暴频繁发生……保护水资源，已刻不容缓!
然而，侧耳倾听，淮河在呐喊，黄河在哭泣，长江在叹息……水污染，水浪费，水浪费，水污染哪!请听听我家乡那条小河的诉说吧!
它曾经是那么清澈，那么美丽，犹如一块碧绿的翡翠。河里，鱼虾快活地游动;岸边，人们愉快地生活。一到夏天，河里满是尽情欢笑的人们。我们亲昵地叫它“快乐河”。一年年过去了，河水不再碧绿清澈了。取而代之的是浑浊，是乌黑，是恶臭!小河成了人们的“伤心河”。谁?是谁?让小河面目全非!谁?是谁?让小河伤痕累累!人类!是人类!我们人类竟是罪魁祸首!人们胡乱地向小河倾倒垃圾，皮革工厂不断地向小河排泄废水……这一切的一切，都是人类破坏水资源的罪证!
在我们国家，还有多少个涛涛，多少个盐池，多少条像家乡那样的伤心河!我们浪费的，我们不在乎的，正是我们生存的根本;我们麻木的，我们无所谓的，正是我们共同依赖的家园。在被我们有意无意糟蹋得遍体鳞伤的河流面前，我们还不应该猛醒、还不应该觉悟吗?
如若不然，涛涛今天的泪，就是我们明天的泪;盐池的今天，就是我们不幸的明天。

we all know tagore.this famous indian poet once said, “life is given to us, and we earn it by giving it.” as the saying goes, nature is given to us, and we earn it by contributing to it. however, most people nowadays just want to ask for more the nature. in fact, they do very little contribution to the nature. therefore, the environment around us is ing worse and worse.
do you often use batteries? then do you know it takes 50 times more energy to make them than they produce? and just one simple battery can pollute as much water as a person can drink in his whole life. the facts and figures are amazing. so would you please try to use batteries only when it is necessary? if possible, give the used ones to the panies so that they will be made into new ones and won’t be able to pollute the environment any more. sometimes we placent when es to recycling, but when you speak in terms of actual facts and figures that everybody can understand, people e much clearer about the problem.
we, as school students, can also join in recycling activities to protect the environment. for example, our class set up a recycling center beside the back door, it is very useful. it is used to collect the waste paper and plastic bottles. in the past, our classmates used to throw all of these into the trashcan. at the very beginning of this collecting activity, it was not so ed. later, more and more people were influenced by the others and joined this collecting activity. gradually, all the students in our class form a good habit to protect the environment. all of us will now put away the reusable things instead of throwing them into the trashcan.
we should always remember in our mind that protecting the environment is our duty that we can never neglect. finally would you please let me this speech with a little poem, “be kind to the river. be good to the trees. smile at the sunshine, and bow to the breeze. be frily to nature, and nature will be frily to you!”

目前，我国水资源总量为2.8万亿立方米，位居世界第六位，但人均占有量仅居世界第88位，人均水资源仅占世界平均水平的四分之一，属世界贫水国之一。
而在我们周围，随处可见肆意排放的工业废水，未经处理的生活污水……水资源已经遭到大范围的侵蚀，严重的威胁。保护水资源，除了节约用水，更需要最大限度地防止水污染，因为，失去了水，就失去了绿色、生命和希望。
